Role of Cultural Factors in Policy Making Process.

What is Culture? Culture can be defined as a social heritage of an organized community or society which is a pattern of responses that have been discovered and invented when the group has interacted which is a combination of beliefs, customs, religions, and arts while education is the process of imparting knowledge or acquiring ..

 What is Policy? A method of action selected by government or private organization from present alternatives and in the light of given conditions to guide and, usually, to determine present and future decisions.

 The importance of Cultural Factors in Policy Making Process:

Policy making process main objectives are (i) improve the attraction for teaching (ii) eliminate teacher shortages and (iii) Achieve Education for All (EFA) goals.

For achieving these goals many measures are needed to take in order to fulfill the requirements.

Cultural aspect in policy making is not accepted by some researchers but it has a major impact on policy making process, some of the factors are discussed below:

Cultural socialization: It is a process through which people learn what is valued within a particular culture, people belong from different backgrounds, so they socialized differently, to hold different beliefs and values and behave in different manners which has a direct impact on policy making process.

Difference in values and worldviews: World views basically works as a set of values and believes through which we see the world around us. They set our interacting and interpreting rules or values which basically measures the effectiveness of any action. It plays vital role in the process of policy making.

 Policy travel across cultures is complex: When several cultures are interrelated they become complex and it’s very difficult to address the main cultural stream and ignore other sub – cultures present in the society, for e.g. In Pakistan there are more than 72 spoken  languages  , that’s why it’s difficult to decide upon the medium of instructional language.

Different modes of cultural thinking favor different ways of doing and being: As discussed above in the society there is main culture and it’s connected with more sub-cultures obviously their religious beliefs, ways of thinking and interaction is entirely different from each other and this effects the policy making process directly.

Impact on education policy: Impact of culture on education policy is obvious and no one can deny from this statement.

Comparative studies in education policy have failed to deal with cultural diversity: Most of the comparative study ignores the importance of cultural factors which is basically an essence of policy making process. Cultural diversity is so complexed phenomena and need more research to address this issue.

Policy processes are fraught with complex processes: If the cultural aspect is not taken into consideration in policy making process it seems to be a fraught practice as it does not fulfill the requirements.

In the end I would like to conclude my discussion on this point that “The national culture of any country shaping the public policy”.
